What is Special Intensive Revision (SIR)?
In simple words — the Election Commission of India is doing a complete check of the voter list across India. They want to make sure every eligible person is on the list, and remove those who shouldn't be (deceased, shifted, duplicate entries).
Why is SIR happening?
Millions of Indians move from one place to another — for jobs, studies, or marriage. This causes duplicate registrations (name in two places) or missing names (moved but not re-registered). SIR fixes all this in one big exercise. Over 5.8 crore names have already been cleaned up in earlier phases.
Verify Every Voter
A Booth Level Officer (BLO) visits every house to confirm who lives there and is eligible to vote.
Remove Invalid Entries
Names of deceased, permanently shifted, or duplicate voters are removed after proper verification and notice.
Add New Eligible Voters
New voters who turned 18, or those who were missed earlier, can get their names added during this process.
Legal Authority
SIR is conducted under Article 324 of the Constitution and Section 21 of the Representation of the People Act, 1950. It was upheld as valid by the Supreme Court of India in March 2026.

Note on Assam
Assam is not included in SIR due to the ongoing National Register of Citizens (NRC) process. Assam voters should check with CEO Assam directly.

You are at your registered address during SIR
This is the easiest situation. A BLO will come to your door — you just need to fill and return the form.
BLO Visits
Booth Level Officer comes to your house at least 3 times. Always check their EC identity card.
Receive Form
Get the pre-printed Enumeration Form (EF) in duplicate. If locked, it'll be slipped under the door.
Fill the Form
Fill both copies carefully. You'll need details from the last SIR of your state (see "Check Old Voter List" tab).
Submit & Keep Copy
Give one copy to the BLO. Keep the second copy with the BLO's acknowledgement as proof.
What to Fill in the Enumeration Form
- Your full name (exactly as in voter card / Aadhaar)
- Father's / Mother's / Husband's name
- Date of birth & age
- Present address (full, with PIN code)
- Mobile number (helps for OTP & notifications)
- EPIC number (Voter ID card number) if you have one
- Aadhaar number — optional but recommended
- Details from last SIR (state, AC number, polling station, part/serial number)
⚠️ If you don't return the form
Your name will NOT appear in the Draft Electoral Roll. The BLO will mark you as "Absent / Shifted / Duplicate." You will need to file Form 6 separately during the Claims & Objections period to get your name back.
Family member can sign on your behalf
If you are temporarily out, any adult family member can fill and sign the form on your behalf. Mention your relationship clearly on the form.
You are in a different city or state than your registered address
This is very common — especially for students, job seekers, and migrant workers. You have two choices depending on where you want to vote.
Keep your vote in your home state / old address
If you want to vote back in your home constituency (village, hometown), you should contact your family back home. An adult family member can fill and submit the Enumeration Form on your behalf.
They should mention your name, details, and sign the form indicating their relationship (e.g., "Father of [Your Name]").
Transfer your vote to your new/current address
If you now live permanently in a new city or state and want to vote there, you must apply for a new registration at your current address.
During the Claims & Objections period for your new state's SIR, file Form 6 with your new address proof. Your old registration will eventually be cancelled.
Which State Should You Choose? — The Simple Rule
Register where you ordinarily reside
As per law, you can be registered in only one constituency — where you ordinarily reside. This means your main place of living, not your parents' home or native village, unless that's where you actually live.
Students: You may register at your parents' address OR your hostel/mess address — wherever you ordinarily reside.
Working professionals: Register at the city where you live and pay rent / own a house. You can visit your hometown to vote, but legally your registration should be at your current place of ordinary residence.
Remember: Being registered in two places (duplicate entry) is illegal under Sections 17 & 18 of the Representation of People Act, 1950.
Parents from different state? You and your parents from different states?
If your parents are registered in State A, but you now live in State B — you should register in State B (where you live). You can use your parents' details from their State A voter list to fill the Enumeration Form's "Last SIR details" section. Your entry will link to your parents for verification purposes, but your vote will be in State B.
Online Option — If you cannot return home or contact family
Submit the Enumeration Form online at voters.eci.gov.in — this is available to all electors whose name in the voter list matches their Aadhaar card. You will need your registered mobile number to receive OTP.
Turning 18 or recently turned 18? Here's how to register.
New voters who have completed 18 years of age on or before the qualifying date of SIR for their state can apply for inclusion in the voter list during this exercise.
For Most Phase 3 States (Jul/Oct 2026 qualifying date)
- You must be 18 years old on or before 1 July 2026 OR 1 October 2026 (check your state's qualifying date in the table above)
- Ask the BLO for Form 6 and a Declaration Form when they visit
- Or download/fill Form 6 online at voters.eci.gov.in
- Submit Form 6 during the Claims & Objections period of your state
- Your name will appear in the Final Electoral Roll
- EPIC (Voter ID card) will be sent to you by speed post free of cost
What documents does a new voter need?

How to Fill Form 6 Online — Step by Step
Go to voters.eci.gov.in
Click on "New Voter Registration" → "Fill Form 6"
Login or Register
Login with your mobile number. An OTP will be sent for authentication.
Fill Form 6
Enter your full name, date of birth, address, father's/mother's name, gender, Aadhaar (optional), and mobile number. Fill in both English and your state's official language if possible.
Upload Documents
Upload scanned/photographed copies of your age proof and address proof. Ensure files are clear and readable.
Fill Declaration Form
Fill the Declaration Form online confirming you are an Indian citizen, not registered elsewhere, and the details given are true. False statements are punishable by law.
Submit & Save Reference Number
After successful submission, save or screenshot your application reference number. You can track your application status on the same portal.
Students — Special Note
You can register at your hostel/mess address OR your parents' address, whichever is your ordinary residence. If registering at hostel, use hostel address as proof. If at home, use home address. Do not register in both places.
Wrong name, wrong relative's name, or wrong details in the voter list?
Use Form 8 to correct any errors in your voter registration details.
Your name is spelled wrong
Example: "Mohammad" written as "Mohd" or "Priya" as "Pirya". Submit Form 8 with a copy of your Aadhaar or birth certificate showing the correct name spelling.
Father/Mother/Husband name is wrong
If your relative's name in the voter list is spelled incorrectly or is wrong, submit Form 8 with the correct name and supporting document (e.g., Aadhaar of relative, school certificate).
Age or DOB is incorrect
Submit Form 8 along with your birth certificate, matriculation certificate, or Aadhaar card showing the correct date of birth.
Address in voter list is outdated or wrong
If you have shifted within the same constituency — use Form 8. If you have shifted to a different constituency — delete old entry via Form 7 and register fresh via Form 6 at new address.
Gender is incorrectly listed
Submit Form 8 with any government document (Aadhaar, passport, PAN) showing the correct gender. Third-gender voters may select Male, Female, or Third Gender as preferred.
Photo on Voter ID (EPIC) is wrong or damaged
Submit Form 8 with a new passport-size photograph. A corrected EPIC will be issued with the same EPIC number. It will be sent by speed post free of charge.
How to Submit Form 8 Online
Visit voters.eci.gov.in
Go to "Correction in Electoral Roll Entries" or "Update Personal Details" → "Fill Form 8"
Login with Mobile or EPIC Number
Enter OTP sent to your registered mobile for authentication.
Select the Correction Type
Choose what you want to correct (name, DOB, address, photo, etc.).
Upload Supporting Document
Upload a clear scan/photo of the relevant document showing the correct information.
Submit & Track
Save your reference number and track status on the portal. The ERO will process your request.
Name in Multiple Voter Lists (Duplicate Entry)
This is illegal under Sections 17 & 18 of the Representation of People Act. If your name appears in two places (e.g., your hometown and your current city), you must decide where you want to vote and submit the Enumeration Form only at that location. The other entry will be automatically deleted. Alternatively, submit Form 7 to request deletion of the entry you no longer want to keep.
Your name is not in the voter list or draft roll?
Don't panic. There are clear steps to get your name back. Act before the Claims & Objections deadline for your state.
Step-by-Step: What to Do
Search your name on voters.eci.gov.in
Go to voters.eci.gov.in → "Search your name in Electoral Roll". Try searching by EPIC number, name + father's name, or mobile number. Also check your state CEO website's electoral roll download section.
Talk to your Booth Level Officer
Ask your BLO why your name is missing — they can check and guide. Find your BLO's contact via "Book a Call with BLO" on voters.eci.gov.in or call 1950.
Apply for inclusion via Form 6
If the draft roll is published and your name is missing, file Form 6 during the Claims & Objections period (check dates for your state in the schedule table). Attach Declaration Form and required documents.
Check if your name is in the Final Electoral Roll
After the Final Roll is published in your state, verify your name again on the portal.
Appeal before District Election Officer (DEO)
If your name still does not appear in the Final Roll and you believe you are eligible, you can appeal before the DEO (District Magistrate) within 15 days of publication of the Final Roll. A further appeal lies before the Chief Electoral Officer of your state.
Common Reasons a Name Goes Missing
Your house was locked all 3 visits
BLO marks you as "Absent/Shifted." Your name may not appear in the draft roll. Solution: File Form 6 during Claims & Objections period or submit online Enumeration Form immediately.
Enumeration Form not submitted
If the BLO left the form but it was not filled and returned, your name will be dropped from the draft roll. File Form 6 during the objection period.
Name could not be linked to last SIR
If your name was not in the old SIR voter list (e.g., you registered after the last SIR), you need to link to parents/grandparents' last SIR details. BLO will help with this.
Your entry was deleted as duplicate
If you were registered in two places, one entry was deleted. You should still have one valid entry. Search under both your old and new addresses. If truly deleted, file Form 6 with a single address.
Are you currently outside India?
Indian citizens living abroad have a separate registration process. You register as an Overseas Voter using Form 6A. Your vote is in the constituency of your Indian address as mentioned in your passport.
During SIR, special rules apply to NRIs. Here's what you need to know clearly.

How to Register/Maintain Registration During SIR — Step by Step
Check if your name exists in the voter list
Visit voters.eci.gov.in and search using your EPIC number, name, or registered mobile number.
Submit Enumeration Form Online
NRIs can submit the Enumeration Form online at voters.eci.gov.in. However, the CEO of UP clarified that NRI enumeration forms cannot be submitted by relatives in India on their behalf (as you are not an ordinary resident). Use the online portal instead.
File Form 6A for fresh overseas registration
Submit to the ERO of the constituency where your Indian address (in passport) is located. Attach attested copies of your passport pages (photo, address, personal details, valid visa endorsement). Attestation must be by an authorised officer of the Indian Mission / Embassy / Consulate.
Voting in Person Required
As an overseas voter, you can vote only in person at the polling booth in India. You must bring your original passport on election day. Postal ballot is not available to NRIs (unless you return to India).
Correction in NRI Voter Details (Form 8)
If your name or details are wrong in the electoral roll as an overseas voter, submit Form 8 to the Electoral Registration Officer (ERO) of the concerned constituency. Can be sent by post or submitted online.
Returning to India Permanently?
Inform the ERO when you return. You can then re-register as a general elector at your place of ordinary residence in India by filing Form 6 and surrendering your overseas EPIC.
Why do you need to check the "old" voter list?
The Enumeration Form asks for details from the previous SIR voter list of your state. This is to link your current registration to the old one. Check the table below to find when the last SIR was held in your state and how to access it.

How to Search the Old/Previous SIR Voter List Online
Use the ECI's dedicated SIR search
Visit voters.eci.gov.in → Search in SIR. Select your State → District → Assembly Constituency → Enter Elector's full name → Enter Relative's (parent's/spouse's) full name → Enter captcha → Click Search.
Search on voters.eci.gov.in
Go to electoralsearch.eci.gov.in. Search by name, EPIC number, or mobile number. This gives your current registration details.
Check your state's CEO portal
Visit your state's Chief Electoral Officer (CEO) website. Search for "Electoral Roll 2002/2003/2005" or "Previous SIR." Example: Delhi voters can search at ceodelhi.gov.in by name, EPIC number, or polling station.
Ask your Booth Level Officer
Your BLO is trained to help you find these details. When they visit, tell them you need help locating the last SIR details for filling the Enumeration Form.
What if my name is NOT in the old (last SIR) voter list?
You moved to this state or registered after the last SIR
Your name won't be in the old 2002/2003 list. Use the ECI SIR Search portal to search in the most recent revision of the state you came from, or link your entry to a parent / grandparent / relative who was in that old list.
No match found — use relative's details
If neither you nor your relatives can be found in the last SIR, fill your personal details (DOB, Aadhaar optional, mobile, parent's EPIC number) and leave the last SIR details blank. You may receive a notice from the ERO during the notice phase asking for 12 prescribed documents.
Special Rule for Married Women
If you are a woman and your name was not in the voter list before marriage, use the last SIR details of your parents (maika / parents' home), NOT your in-laws' details, in the Enumeration Form. Your parents' details will be used to link and verify your identity.
What about children who were minors during the last SIR?
If you were below 18 years during the last SIR (e.g., under 18 in 2002), your name would NOT have been in that voter list — this is completely normal. In the Enumeration Form, fill in your father's or mother's last SIR details (their state, AC name/number, polling station number, serial number in the 2002/2003 roll). The BLO will link your entry through your parent's details. If parents are also not on the old list, provide any 1 of the 12 approved documents when the ERO sends a notice.
Which Form Do You Need?
All forms are available online at voters.eci.gov.in and also offline through your BLO. Here's a quick reference.
Enumeration Form
Distributed by BLO to every existing voter during SIR. Used to confirm your details and participation in the revision. Fill and return to BLO or submit online.
Form 6 — New Registration
For new voters (18+) and those whose names are not in the roll. Also used when permanently shifting to a new constituency. Submit with Declaration Form and supporting documents.
Form 6A — Overseas Voter
For Indian citizens living outside India who have not acquired foreign citizenship. Register in the constituency of your Indian address as in your passport.
Form 7 — Deletion Request
To request deletion of a voter's name from the roll. Used when a voter has died, permanently shifted away, or has a duplicate entry in another constituency. Any registered voter can file this.
Form 8 — Correction
To correct any error in an existing voter's details — name, date of birth, address, photo, gender, or relative's name. Also used for transposition within same constituency.
Declaration Form
Submitted alongside Form 6 for new registrations during SIR. Confirms you are an Indian citizen, above 18, not registered elsewhere, and all details are truthful. False declaration is punishable.

Documents Required — During Different Stages
The documents needed depend on when and what you are doing. Here's a clear breakdown.
During Enumeration Phase
No documents required!
During the house-to-house BLO visit and Enumeration Form submission stage — you do NOT need to submit any documents. Just fill the form with your details.
During Notice Phase (If ERO Sends Notice)
If the ERO issues a notice questioning your eligibility, provide any 1 of these 12 ECI-approved documents:
- Government employee / pensioner ID card or PPO
- Govt./Bank/Post Office/LIC/PSU issued ID dated before 01.07.1987
- Birth Certificate (from competent authority)
- Indian Passport
- Matriculation / Educational Certificate (from recognised board)
- Permanent Residence Certificate (from state authority)
- Forest Right Certificate
- OBC / SC / ST or Caste Certificate
- National Register of Citizens (NRC) — where applicable
- Family Register (prepared by state/local authority)
- Land / House Allotment Certificate (by Govt.)
- Aadhaar (as per ECI directions dated 09.09.2025)
For New Registration (Form 6)
- Recent passport-size colour photo (white background, 4.5cm × 3.5cm)

Remember — Aadhaar is Optional
Aadhaar is helpful for online verification and faster processing, but it is NOT mandatory to provide Aadhaar for SIR. Do not let anyone tell you otherwise.

Simple answers to the questions most people have about this process.
No. SIR applies to every registered voter in India, across all states, religions, castes, and backgrounds. The Election Commission has stated clearly that the exercise is to remove duplicate, deceased, and shifted entries — not to target any community. The Supreme Court of India upheld the validity of SIR in March 2026. Participate and ensure your name is included.
If you fill and return the Enumeration Form when the BLO comes, your name will remain in the voter list regardless of when you last voted. The SIR is a fresh verification exercise — it does not automatically remove anyone who voted recently. However, if you don't respond to the BLO's visits and don't submit the Enumeration Form, your name may be marked as "absent/shifted" in the draft roll. In that case, file Form 6 during the Claims & Objections period.
If your name is not in the last SIR roll, you can link your entry through your relatives' details:
- Use your father's / mother's / maternal grandparents' / paternal grandparents' details from the last SIR
- For married women: use parents' (maika) details, NOT in-laws
- If you were a minor during last SIR (under 18 in 2002/2003), this is expected — fill parents' details
- If no relative is traceable in the old SIR, fill your personal details and leave last SIR fields blank. You will receive a notice from ERO asking for one of the 12 approved documents
Yes, conditionally. You can register if you will turn 18 years old on or before the qualifying date of SIR for your state (either 1 July 2026 or 1 October 2026 — check the schedule table). File Form 6 along with the Declaration Form during the Claims & Objections period. Your name will appear in the final roll if you meet the age requirement by the qualifying date.
Use the online Enumeration Form submission on voters.eci.gov.in. This is specifically designed for electors who cannot be present physically. You need your registered mobile number for OTP authentication. This is the best option for families out of station during the house-to-house phase.
You must decide: Where do you want to vote?
- If you want to keep voting in your home state — have a family member back home submit the Enumeration Form on your behalf in your home state. OR submit the online Enumeration Form.
- If you want to vote in your current city/state — participate in the SIR of your current state by filing Form 6 (during its Claims & Objections period) with your current address proof. File Form 7 to delete your home-state registration, or it will get deleted automatically over time.
- Remember: You cannot be in both rolls. Choose one.
The BLO is supposed to visit at least 3 times. If they haven't come:
- Find your BLO's contact number on your state's CEO website or via voters.eci.gov.in → "Book a Call with BLO"
- Call the Voter Helpline 1950 (toll-free) to report and request a BLO visit
- Submit the Enumeration Form online at voters.eci.gov.in as a backup
- Go to the nearest Voter Center / ERO office with the form
Register in Telangana (Hyderabad) — where you ordinarily reside. Your parents' state of origin does not determine where you vote. In the Enumeration Form, for "last SIR details," use your parents' details from whichever state they were registered in at the time of the previous SIR. If your father was in Karnataka's last SIR and your mother in Maharashtra's, use either one parent's details (preferably the one who has SIR data available). Your own vote, however, will be in Telangana.
Providing false information in the Enumeration Form or Declaration Form is a criminal offence under Section 31 of the Representation of the People Act, 1950. Punishment includes up to 1 year of imprisonment, or fine, or both. Always provide accurate and truthful information.
What Happens After You Fill the Form?
Here's the complete journey from form submission to final voter list publication.
BLO Collects Your Form
BLO visits your house, collects the filled Enumeration Form, gives you an acknowledgement on your copy. Details are entered into the system.
Draft Electoral Roll is Published
The draft voter list is published on your state CEO's website and displayed at Voter Centers. Check that your name appears correctly. If not, this is when you file Form 6/8.
File Claims or Objections
During this 30-day period, you can: add names (Form 6), correct details (Form 8), request deletions (Form 7). This is your main window for corrections.
ERO Verifies Disputed Entries
Electoral Registration Officers issue notices for doubtful entries, hold hearings, verify documents, and take decisions on all claims and objections received.
Final Electoral Roll Published
The final voter list is published. Available on state CEO website and at Voter Centers. Verify your name once more. If still missing, appeal before the District Election Officer within 15 days.
Your privacy is protected
The voter list does NOT publicly display your mobile number or Aadhaar. These are used only for authentication and notification purposes. The list shows your name, address, EPIC number, and polling station.
